Team of professionals

The professionals who work for Governance & Integrity International have several years of experience in the field of integrity and they are advisors and/or trainers.

Each has  their own expertise in a sector or specialisation, from training in moral judgement to integrity risk analysis, from government organisations to monopoly of violence.

Moniek Bouland

Moniek started her career at PriceWaterhouseCoopers as a Strategic Risk Analyst in the financial sector. After this, she worked at the Integrity Office of the Municipality of Amsterdam.

She was involved in the construction and expansion of the Central Organization for Integrity for the Military and has over 15 years of experience as a consultant in the field of integrity, both in the Netherlands and abroad (in particular Belgium, Ukraine and the Caribbean).

Frans studied philosophy and psychology at the University of Groningen. Together with Leonard de Jong and Ruud Meij, he founded Governance & Integrity and G&I The Netherlands, and has developed a comprehensive integrity program for governments.

He advises a large number of municipalities and government bodies on the development of their integrity policy. As a trainer, he mainly focuses on the governance and management of organizations, and gives the basic course on compliance to higher management.

Frans is currently working on a book on moral judgment, a model code of conduct for political governance and a moral manifesto for politics. He has published several articles , including in the ” Integrity Handbook ” and the bundle “Moral judgment and the organization of integrity”. In addition to integrity, Frans is also involved in public art, citizenship issues and the integration of immigrants.

Noureddine Zarroy

Noureddine is a strategic connector and networker, putting stakeholders at the centre. Since 2004 he has worked as a safety advisor for various clients. His talents and experiences come into their own in environments where pressure, emotion and tension lead to unworkable situations.

The pursuit of a fairer world also led Noureddine to political involvement. Over a period of eight years in local politics, he devoted both substantive and procedural efforts to serving citizens.

Noureddine has been with G&I since September 2017 and is a qualified trainer in moral judgment and moral deliberation. He is deployed as a trainer, advisor and within and outside of government organisations.

Sylvia Borren

Sylvia is a Senior Advisor for G&I. Among her many previous roles, including in the international women’s and LGBTI movements, Sylvia was the Director of Greenpeace Netherlands (2011-2016), and Director of Oxfam Novib (1994 – 2008).

Sylvia is involved in a number of boards (vice chair of Brac International) and advisory committees.

Sylvia has a vast experience working in the civil society sector, and specialist knowledge of management and governance structures. 

 

Monique Wijlhuizen

Monique has both a broad political background, developed over years of working at a strategic and operational level in national politics, as well as extensive knowledge in the field of morality as a result of her PhD. By combining both worlds, she is able to advise and guide (government) organizations that want to do justice to all stakeholders.

In 2017 Monique was trained by G&I as a trainer and integrity consultant. Public services operating within the monopoly of violence have her particular interest, because of the moral responsibility that rests precisely with these services when it comes to integrity.

Mira Krozer

Mira Krozer has joined G&I since 2015 as both an advisor and trainer for the civil society sector.

Prior to working with G&I, Mira worked as a coaching and communication specialist. She has worked in India and South Africa.

Her passion lies with integrity and anti-corruption in Ukraine and other countries in the former Soviet Union. 

She holds a BA in International Communication and an MA in Humanistic Studies. Mira is experienced in analysing and (re)desiging integrity systems and in performing risk analyses. She works as a trainer and advisor both for the long term and on an ad hoc basis.     

Emily Marr

Emily Marr has worked for G&I since 2014 as an adviser and a trainer, focussing primarily on our work with the civil society sector.  Prior to joining G&I, Emily worked in the international development sector in a variety of roles.

She has lived and worked in several countries around the world including Afghanistan, Central African Republic, Iraq and Nepal, and understands the reality and challenges faced by organisations who work internationally and in complex environments.  She holds a BA (Hons) in International Business Studies and an MSc in Global Politics.

Emily is experienced in both analysing and (re)designing organisational integrity systems and supporting their upgrade. She works with our clients to provide both long term support and ad hoc advice.

Ruud Meij

Ruud is a philosopher and co-founder of Governance & Integrity. He studied cultural work in Eindhoven and philosophy in Nijmegen and Amsterdam. He has extensive experience in the broad field of Governance & Integrity in a multitude of organizations, with an emphasis on guiding moral learning processes.

 In recent years he has focused on education and public healthcare. Ruud works in the Netherlands, Belgium and Ukraine. He is also a lecturer in critical organizational theory and intervention science at the University for Humanistics in Utrecht.

He has published articles on integrity in education, healthcare and works councils, on normative professionalization and on his work in Lviv (Ukraine).

Marija Davidović

Doing justice and following the rules do not always add up. Trained as a lawyer, Marija has the knowledge – about equal treatment, (un) desirable behaviours and personal data protection – to connect major issues with the daily decisions faced by employees and managers.

In 2003, Marija completed her International Law studies with a specialization in liability for human rights enforcement by the UN and member states under Chapter VII of the UN Charter. After this  she worked for some time at the Permanent Mission of the Netherlands to the UN in New York and the OSCE in Bosnia.

Marija has extensive experience in training and advising the police, municipalities and educational institutions and bringing them together precisely where interests seem to diverge.

Dorien Jeltema

Dorien Jeltema

Dorien studied General, Pedagogy at the University of Amsterdam and worked as a policy advisor and project leader youth policy at the municipality of Amsterdam. After a train-the-trainer in communication skills, she followed in 2002 the training for trainer “moral judgment” at BI Amsterdam, Nyenrode Business University and G & I. She also followed the training as integrity officer at the University for Humanistics.

From 2008 to 2014, she worked as director to help shape G&I The Netherlands as an organizational consultant. Then to date developing the G&I Care sector.

Since 2002 till present she works in the context of integrity policy, in particular as a certified trainer in moral judgment and the installation of a moral council in the context of a moral learning process in various organizations. Especially with government organizations such as municipalities, tax authorities, police, defence. In recent years, especially in public organizations such as (youth) healthcare and education.

In addition, she has been involved in the development and implementation of the various training courses since 2013: moral deliberation for integrity counselors and the training counselor. Since 2015, she has developed professional ethics for (youth) healthcare professionals.

Partly due to her experience in both government and youth care, her strong point is translating the theory into what integrity policy and moral judgments mean for people in daily practice.

Dayrohn Wiesken

Dayrohn was born and raised in Curaçao in the Caribbean. He successfully performed many functions within the police forces of Curaçao and Bonaire. About 20 years ago, Dayrohn left the Caribbean and settled in the Netherlands, where he worked for the Dutch Armed Forces. He fulfilled various functions within the army and was deployed several times. Dayrohn was decorated for his performance and remains active in veterans organisations and the Association of Military Valour Award Bearers. Where appropriate, he represents Curaçao in various forums. 

Dayrohn combines his work for the Ministry of Defence with his work for G&I. He is specialised in risk analysis, conversation technique and anti-corruption. He is an active member of G&I’s Caribbean and Monopoly of Violence teams, and has special interests in both diversity and moral injury/PTSD in police and defence organisations. 

Dayrohn is a networker. His multicultural background and mastery of Papiamento and Spanish (as well as Dutch and English) make it possible for him to approach issues from different cultural perspectives, both in the European context as well as in the Dutch Caribbean and in Latin-American countries. His operational experience, hands-on mentality and ability to take decisive action allows him to work at both implementing and managerial levels. That makes him a powerful advisor, trainer and analyst. 

Annemiek Louwrier

Annemiek Louwrier

After more than 20 years in the legal profession, in 2013 Annemiek began advising and training in the field of integrity and professional ethics, and supervising peer reviews. She is convinced that society will benefit if  all the stakeholders are sufficiently taken into account at all levels and in all activities. She would like to contribute to this through practical and appropriate advice and training.

Annemiek studied philosophy and law at Leiden University. She worked as a lawyer at a number of large law firms. In addition to litigation, she has been involved in mergers and acquisitions, IPOs and financing. From this background, at G&I she mainly focuses on the legal chain, the financial world, business services and the tax authorities.

Eloy Weterings

Eloy Weterings studied philosophy at Radboud University in Nijmegen. For G&I Nederland he works in the field political integrity and is involved, among other things, in setting up and developing moral learning processes within official organizations.

In addition to providing training, providing advice and guiding moral deliberations, he trains, in collaboration with a number of colleagues, process counselors for moral deliberation, focusing on the careful weighing of arguments.

Internally in G&I, he is an account holder and is involved in guiding (new) account holders. In addition to his work at G&I, he works as a teacher aikido.

Karl Parisius

Trainer

Karl is a clinical epidemiologist and a lecturer in oral health care. In addition to his work in education, he is active in various areas within the field. Among other things, he is an author for a number of professional journals, a speaker/moderator at conferences and training activities and a member of various committees relating to science, research and care for the elderly; including the Guideline Development Committee of the KIMO: Oral care for frail elderly people  at home. Karl is currently working on his doctoral research entitled: “Oral frailty as predictor of adverse health outcomes in older people”.

As a Moral Judgment trainer, Karl contributes to integrity within government agencies, educational and healthcare institutions. His multicultural background and mastery of Papiamento make it possible to approach issues from different cultural perspectives, both in the European and the Dutch Caribbean.

Roald Helm

From a financial administrative background beginning in 1987, Roald has developed into a financial expert in the field of public finances.

Roald has been active in municipal politics for 24 years, the last 8 of which as an alderman. His motivation is to serve in the public domain.

From 2018 he Roald has been involved with G&I Caribbean. He has fulfilled various assignments for the public body of Bonaire.

Rachel Ploem

Rachel Ploem

Trainer

Rachel Ploem is senior specialist in gender, sexual and reproductive health and prevention of gender based violence in the international field.

She joined G&I in 2019 and applies her extensive knowledge of gender, SRHR, diversity and inclusion to our work on interpersonal and other integrity issues. Before becoming an independent consultant, Rachel worked as a technical adviser on Gender and SRHR at Rutgers Foundation, on top of her many years of experience as a development professional with civil society, UN agencies.

She also has experience in working with Ministries in African and Asian countries and in Central America. Rachel graduated as a nurse and holds a Master in International Relations from the University of Amsterdam.

 

Mariya Pankiv

Coordinator G&I Ukraine

Mariya Pankiv has acted as a Coordinator of Governance and Integrity International projects in Ukraine since 2017. She works to build up the integrity and anti-corruption department at the Lviv City Council.

Previously, Mariya worked on projects that improve the quality of psychotherapeutic care and psychotherapy education in Ukraine.  She acted as an Executive Director of the Mental Health Development Foundation.

Mariya was a participant of 2004 and 2014 Ukrainian revolutions against the pro-Moscow regime (“Maidan”). She remains an active voluntary supporter of the Ukrainian army fighting against the Russian invasion.

In summer 2019 Mariya was a Head of the Election Campaign for a democratic candidate to the Parliament who won over an incumbent, a well-known corrupt local tycoon.
